A major change is the restoration of a provision setting the "penalties for failure to file state income tax returns. That provision was mistakenly repealed under the new code. The site near U.S. 280 had been announced previously but Mayor David Vann attempted to persuade the company to build inside Birmingham. Ben Brown, vice president for South Central's Alabama operations, said the firm considered such factors as land cost, construction cost, occupancy date, traffic and parking, property taxes, safety for personnel and property protection. He said the original site "best satisfies all these factors." Construction is to start in September. Paid training program open Unemployed and underemployed residents of Cleburne County are eligible for training in clerical work, automobile mechanics, automobile body repairs and house construction.

The training program is offered through the Anniston office of the Alabama State Employment Service. Trainees must meet eligibility requirements under the Comprehensive Employment and Training Act (CETA), and will be paid a training and transportation allowance. Interested persons should apply at the employment service office at 21 E. 16th St. or call 236-3591.

Medicaid unit bill passes MONTGOMERY, Ala. (AP) Approved Wednesday by the House Ways and Means Committee was a bill providing the state attorney general's office with state funds for its Medicaid fraud investigation unit. Under the bill, the investigation unit would receive $140,000 over the next three years. The sponsor. Rep.

Leigh Pegues of Marion, said the appropriation would be matched, on a 9-1 basis, by the federal government. Weston plans a comeback MONTGOMERY, Ala. (AP) It's been more than 30 years since he served in the Alabama Legislature, but Charles L. Weston hasn't forgotten. At 67, he wants to try it again.

Weston, a Clayton businessman who was elected to the House in again in 1942, says he will run for the state Senate in Disfkct 23 in the Sept. 5 Democratic primary. Complaining at too many members of the present Legislature are "using it as a stepping stone to higher office," Weston has promised that "I shall never be a candidate for a higher office than that of senator." House rejects judicial raises MONTGOMERY, Ala. (AP) A resolution rejecting substantial pay raises recommended by the Judicial Compensation Commission for state judges has been adopted by the Alabama House. To prevent the proposed pay raises from taking effect, however, the Senate also must pass the resolution rejecting the commission's recommendation.

The commission has recommended that the salary of the chief justice of the state Supreme Court be increased from 133,500 to associate justices from 133,500 to $39,500. The presiding judges of the state's two appeals courts would get a pay boost from $33,000 to $38,500, the other appeals court judges from $33,000 to $38,000. The salary of circuit judges would be raised to $27,500, excluding local supplements, and that of district attorneys would be boosted to $24,750. Error almost ousted judge MONTGOMERY, Ala. (AP) Ralph Cook, Jefferson County's only black judge, almost lost his district judgeship through an error in legislation bill introduced by state Rep.

Bob Gafford of Birmingham. The error was caught Wednesday by members of the Jefferson County legislative delegation. And after the delegation voiced concern, Gafford explained it was all a mistake which he intends to correct. Gafford had introduced a pair of bills aimed at providing a circuit judgeship for another district judge, Wadell Zanaty, who has been acting as a family court judge. One bill would abolish Jefferson County District Judge No.

12, currently held by Cook, at the end of the current term, if no vacancies occur beforehand. The other bill would create a new circuit judgeship to which Zanaty could be appointed. Gafford said the first bill should have called for the abolition of District Judge No. 8, Zanaty post, instead of No. He said the bill was incorrectly drafted and that he has prepared an amendment to correct the error.
